Just speak to a material trader in town
Hold down the .....alt key...scan all the npcs in town
But at an early stage ..learn the basics first..you cant really expect to have the same armour as another low level running around with max armour...
He /she has been playing for some time and has the money to buy it right away.....
this is why there is quests ect to let you learn as you go as well as getting armour materials when your leveling...
As the previous posters have said...New TO Game....take all the quests you see in town..they have a green ! above there head..and you will find it better that way

Depending on which armour you want to buy, the list of materials you need will vary - from bolts of cloth through glittering dust to iron ingots and/or tanned hide squares. The list also varies from campaign to campaign to reflect materials that are more idigenous.
http://wiki.guildwars.com/wiki/Armorer will give you an idea of who the armorers are and where - as you click there names, it will show what they craft and the requirements for each piece. The materials can be bought from a material trader NPC or from other players - it can take a while to accumulate what you need though. It's also possible to salvage materials from the drops left by monsters - this is what the 'Salvage Kit' that the merchants sell are for.
Unless you can dedicate a straight day to kill/salvage I would suggest you buy a material storage upgrade from the Xunlai agent and as you accumulate stuff - put it there until you have enough.
Don't be in a rush to buy the best armour - the game is graded so that basic armour suits the area where you begin the game - and when you have your armour look very carefeully at the Wiki about Runes and Insignia, your armour is pretty much useless without.
If you need more help - then look for me in-game (but I'll only be around now on and off over the next couple of weeks - I have other commitments in RL).

Which chapter of GW are you starting with? You might get a few handy tips for that area.
The starter areas are obviously full of new players - and plenty of "where is the merchant please" (be polite) type questions pop up in General Chat (check the chat tabs!!) so dont' be shy about asking.
