Allow two open threads in Services

I am requesting this only under a certain condition. Let's say you're offering a service constantly, such as a running or vanquishing service. Your thread will always be "active", as you will always be offering this service and it may be bumped by someone at any time. Now let's say you need to request a service. Technically, you will be banned for requesting it in the service forum due to having two active threads open. I request that you should be able to have two threads open in services at one time, as long as one is offering a service and one is requesting one (can't have two of one type).
