I am trying to make an interrupting Discord Necro for purely PVE purposes. I have 5 slots avaliable; Here's what I have in mind...
[Cry of Frustration][Power Spike][Shatter Enchantment][Shatter Hex][Power Return] (not domin)
Am I missing any particular skills? Is Power Return (with no FC points) worth it?

For a Dicord build, I would bring more hexes like Arcane Conundrum or Frustration but that would be illusion.

you're missing conditions and hexes? i dont think its wise to leave all the hexing /conditioning up to the heroes
lots of nice pve skills .. you move like a dwarf/pain inverter/finish him/necrosis
and regular skills.. rotting flesh/mind wrack (cheap long lasting hex)
i would take advantage of the imba pve skills

Hm. I was looking at the Illusion skills and spellsl ike clumisness and wandering eye... more for anti melees. But I usually attack Casters first, would my heroes cast clumisness and wandering eye on casters?

Yeah, otherwise you should have Cry on your bar. Anyways, if you're only using them for interupts, take the hench and dont waste a hero slot.
But tbh what you have is good, though maybe something like fragility because of the hexes/conditions you're applying?

You should have all the interrupts you need on your own character. As long as enemies can be knocked down you bring you move like a dwarf and knock them down, then cast vanguard assassin and he will knock them down, toss in assassin's promise and the enemy should be spiked to death within seconds. Most likely if you really wanted to you could make a necro /mesmer and just bring power return (highly doubt any other skill is really needed thanks to quick recharge).
But yeah, unless your not running with henchman to bring the illusion/ interrupter hench really no reason to bring interrupts.
All the pve skills/ assassin's promise is for your human character build.

I'd definately put some hexes in there if you're gonna use discord. As Turbobusa says [[Web Of Disruption] is a good idea, uses the lightning fast reflexes of heroes AND inflicts a hex to fuel Discord. If you're going Mes secondary and having conditions thrown around (as you should, in a Discord build) then [[Epidemic] might be nice. Not sure I can see any of the domination skills being hugely useful in a Discord build
With that in mind, try this:

Vile Miasma sucks. Rising Bile sucks. Putrid Bile is good, but do not bring multiple copies of this on your team.
Shatter Enchantment sucks. The recharge is way too long. Bring Rip Enchantment instead. It's better than Shatter Enchantment at zero Curses.
Don't spec heavily into Domination. 3 is enough. 6 is acceptable. Any more is meaningless.
Bring Cry of Frustration. Cry of Frustration is very good. Depending on what bars you bring, you might want it on two characters. If you bring two "copies" of a build with CoF the heroes will use the skill simultaneously.

Epidemic is meaningless as a synergy skill for Rotting Flesh; it has no synergy. If you have other conditions around it only becomes marginally better, because heroes don't use it all that well. The range is too small.
