Full Books not giving full rep when turned in?

I just turned in a full Heros guide, I waited until I was at 79,882 rep so most would count toward rank nine/ten. I was supposed to get 40k vanguard rep instead my rep only went to 99,882 after turn in or I only got 20k worth of rep.

So does a normal book turn on only count as half the rep if it overlaps into rank 8?

I thought the books only DID give 20k.

Yeah, max rep from a normal mode handbook is 20k, you get 40k exp.

Nope, hero handbook gets you 40 for normal and 60 for HM, in fact the turn in NPC even said 40k plus 4k when I turned it in.
