Uw sc - question

I'm sorry if this was adressed somewhere already, but I don't seem to be able to find any information about it on guru. My question is: what builds are currently used for uw sc? On pvx I was able to find only this : http://www.pvxwiki.com/wiki/Build:Team_-_Ultra_Speed_UW
which does not really expain why pple in toa look for ss and Foc for it. (Yes, i know this is a noob question :P).
