I think we need something for veteran players who have really juiced all they can out of PvE.
Master Professions
Proficiency Test Quest Line [Solo Quests]
Each profession will be placed in a different situation relevant to their role in a party and will have to overcome the obstacles placed before them, preferably rather difficult obstacles.
This quest should have some requirement of a certain amount of experience, or how many elite skills or normal skills you have obtained on your character.
The quest should be found in the end areas or elite areas of every campaign.
Maybe you can even tie a title track into this, if you complete this quest you get a special title that gives you a slight buff to PvE. Not PvP for balance issues.
Example of some titles (not saying their good)
Legendary Warrior
(Suggestions for Ranger?)
Divine Monk
(Suggestions for Necromancer?)
Phantom Mesmer
Arcane Elementalist
(Suggestions for Assassin?)
(Suggestions for Ritualist?)
Guardian Paragon
Whirling Dervish
All suggestions are welcome I thought of those at the top of my head. So they aren't good .
These titles are meant to be a prestige to distinguish you apart from others of your profession.
(Apparently my idea on buffs tied with the title tracks made the game easy for all the pros out there so I ditched that idea)
If someone has thought of this idea before me please let me know. If you don't like my idea please do not crucify me and just tell me why you do not like it.
Please give me some suggestions.

damn, i have to get 1,000,000 experience before i can do this quest. that's going to take me a whole, entire week of playtime if i start a brand new character. this just sounds impossible.

Yeah, that's what us old vets really need, a general buff to PvE so we can steamroll through the game again.

No matter how "difficult" the quests are, there will be a player that shares his or her guide to stroll through it with ease. Free title and a waste of effort; no thanks.

It should be possible to create some new areas that are randomly generated
If they are random and the contents creatures and skills of same are also random then no one could write a guide to beating the area.
It would be totally different to anything presently in guild wars but that's no reason not to try it.
So we travel to areas through gateways ok then suppose there is an plane that distorts these gateways so you appear in a different place each time.
There would of course be a limit on the scenery or dungeon type they would eventually repeat.
Creatures would be those that are in the game already as are the skills.
Point is you would have to take a balanced team all the time because you have no idea what skills you will be facing.

A round about way to increase the level cap by giving more "experienced" players mad l337 abilities/gear.
Edit: You've removed the buff ideas. Then, what, you just want a quest with titles. No thanks. We have monuments for that (completing DoA, UW, FoW, etc). Those areas are already better then any "elite test" done solo that you can come up with (especially considering you haven't even described the quest in detail).

You are basically saying what Ascension should have been. Separate tests for each profession and such, to test if they know their skills and such.

I think this all comes down to a title thats actually based on skill to get rather then grind, and time.
Unfortunately this current idea doesnt quite hit the nail on the head... its nowhere near the nail actually

It's an interesting idea. But, if it's different quests for each profession to obtain a "prestigious" title, it wouldn't take long for guides to pop up here and on wiki for each of the quests. This would render the titles completely pointless, without any prestige, and a source of derision by the more immature members of the GW community. "Oh look! A n00b that knows how to use the wiki! It's not a title I'd ever display.
