And Where Do They Drop?

1. They exist. 2. They're very rare. 3. They're very expensive.
They drop mostly in high end areas, elite missions, and other such places.

Wrong, they drop in areas where you hardly can get max weapon but still can, like normal mode kryta in tyria. but extreamly rare & r7 items havent been confirmed dropping since nf release

So, if i was to find an r8 +12en earth scroll in HM Old Ascalon, that'd actually be worth something?

Not sure on that, but I actually had a blue req8 +12en inscrib earth scroll drop for me in Realm of torment but I didnt think of it have any worth since it was blue rarity.

People still see req 8's drop, they're not that rare.
