I heard that these two things were the easiest ways to get reputation points in eotn... But is it better to turn them in when it is all filled up or when it is halfway filled? How many times could you turn it in?
And what is the easiest way to get Norn points? o_o

Norn points is probably better to use the HNPF build thats on pvxwiki atm.
Filling a heros handbook or dungeon guide to the max is generally more efficient. However, filling a heroes handbook takes ALOT less time then a dungeon guide, therefore what i did was i did 1 NM Handbook, 1 NM Dungeon guide, 1 HM Dungeon Guide, Vanqed everything then did the rest HM Heroes handbooks.

You can keep filling Master Dungeon Guide's and Hero's Handbooks as long as you like. You can turn them in as much as you want too.
However:
# Once you have achieved rank 8 (80,000 reputation points) in the title track for a particular faction, you may no longer turn in normal mode books to that faction and you may not request normal mode books from them. Turn in Hardmode Books instead.
# If you have achieved rank 10 in the title track for the four factions, you may still request hard mode books, fill them up and turn them back, for the gain of experience and gold.
However:

Hard Mode heroes handbook is the fastest, I usually skip the longer quests. Eg: Destruction Depths, Elusive Golemancer.
The others are really quite easy Norn ones are a walk, aTfH can be run really fast, GOLEM is fun, just take 2 capable teams, finding the bloodstone is easy with antimelee, charr are easy if you take them out in the right order.
I rarely fill them unless someone in the guild/alliance is doing the quests im missing.

Also I would have a NM book full so when you are a 100 or so points away from rank eight you can turn it in for a nice jump on rank 9 which can only be done in HM.

Note that after you get to r8 in a rep, you can't turn in NM books (for that line) any more. So, try to turn in a final NM book just before you reach r8 to get the max benefit.
Which book to do and how many pages to do is somewhat a matter of what class/build you are and whether or not you normally H&H or go with Guildies. Basically, you probably want to fill at least a NM of each, after a while you'd have a good idea of what quests or dungeon's would take you the longest or have the most chance of failure. Then you can judge whether or not the extra points gained would be worth the extra time, effort, and/or consumables on a book per book basis.
If I recall, I basically did the same as Luminarus, but on some characters I didn't turn in complete HM Hero's and most have never completed a full HM Dungeon book. And, of course, sometimes I turned in extra HM Dungeon books if Guildies were doing Dungeons.

So pretty much I should just turn in my half completed book now since I'm rank 3 norn (slaer of nightmares) so I can reach rank 6.... and then finish the book and turn it in before I reach rank 8?
