I think what you say here is true - but you probably do not agree with my solution.
I think the problem is that books are the best way to gain that rep - so much better I have to ask why bother with double rep weekend? For myself I save up HM completions of quests and any dungeon completions for these weekends. Since this is the second one we have had I expect to spend some time this weekend on dungeons as that is the main area that I have yet to complete (both NM and HM). However, had I not limited title hunting to a single character then I would not have been in this position - with the changes that will eventually happen to the HOM this is OK.
However, as far as gameplay goes they have the highest rewards - by far even during during double rep weekends - be a single player only task. Yes, it is true it doesn't matter what few missions we do for the book, however it is clear that no matter how good/quick a human group is that grinding the missions out with H/H is the most efficient (how many groups stay together for rotating around those few specific missions people do?).
Vanquishing should be the most efficient rep/hour out there even in non-double points weekends. That is a task that is MUCH better done with a decent human group and takes enough time to encourage grouping. As is they encourage AI groups and AI play on the one hand and human players on the other. Restructuring rewards with a full human team would go SIGNIFICANTLY more towards having them popular than the reward structure used today. I'm nearly a full H/H player and most likely would be no matter what, but as of now I find 99.999% of the tasks more efficient that way anyway.
Even with H/H Vanquishing *should* be a higher reward than playing the same three or four missions over and over again and the double point weekend ought to really push it.
I would suggest that things that are mostly human groups and/or are harder (say vanquishing areas) are the most rewarding with respect to faction. I think books are fairly reasonable given the work involved with other titles so buff reputation gain. Further I would also support not having books double during weekends - have what is mostly a group exercise be the most rewarding by far. Not to mention that vanquishing areas tend to be more varied and (in the long run) more fun than doing the same missions 50 times over again.
Ah well, we all have our own ideas of what would make GW great. Reality is that I have a large number of hours in game so I obviously like it as is. I further find that my dollar per hour played is *extremely* good too. But I have to complain where I think we could be better.
