Well, you don't got 20% more chance of killing him. He simply has -100 HP, and thus you got a "larger" chance of killing him. (But it most definatly isn't a set number)
If there was no DW in GW, Warriors would prolly lose popularity, as a DW skill can be concidered a +100 damage skill.
Eviscerate at 14 Axe Mastery doesn't give you +29 damage, it gives you +129 damage. (I'm always assuming DW will do the full 100 -max- damage).
Offcorse, it also reduces healing -by 20%-, something alot of people seem to not know, but this is usually a minor effect, as when the target gets healed after the DW, he'll usually survive anyways, regardless of the -20% healing.
Logically, at the end of the DW, the character gets a "free" 100 heal...
