In PvP changing weapons would in many occasion save your character from dying. this is something you actually can't know until you do it in a PvP battle.
How can you NOT swap sets in PvE?
I would actively use as many as 7 different sets on my Pre-Searing girl if it was only possible! 4 is not enough so I'm doing a lot of inventory swapping.
...and I'm not even getting into the possibilities in post...

How about they make the weapon slots work as storage slots.
you can put your weapons in the slots and they are removed from your inventory.
Countless times I encounter the message if I really want to sell this weapon because after switching it puts my weapon in the 1st slot instead of the last bag it was in.

I'd change my comment to "quoted for truth and for great justice!", but as I can't currently swap to my slashing at godly speed, I'll just kite away from this one in the meanwhile.
id say +2-4 slots. more would be a bit excessive. i run a shield/sword, 40/40, 40/20-20%, and high set. a low set would be nice and one more shield at hand wouldnt hurt. maybe a mid set too. might get messy on the screen though. perhaps maybe a scroll bar on the existing 4 instead? so when you swap to your shield set, a scroll would show up with choices you named? prolly would be more hastle than good, just a suggestion.
