Today is the 19th - 20th in some areas of the world I think - you said it's on the 23rd.
Also, bad timing, 1.5 hours from now is 8 am in central America. Most Americans are either sleeping or working by now.

By the way, sorry to everyone about the bad timing of the event. I know this means some of you might not be able to attend. Its just someone I know said that there would be no Wintersday decor until 8PM GMT, but they were wrong. However, for anyone who misses part of the event, the snowball arena section will be around 8pm GMT, due to the NPC's ariving in the towns at this time. Again, sorry for any inconvieniences
