Exclusivity It's not eternal.
Real things like cars, cellphones, basic rights, citizenship... many of those were exclusive for some time... luckily they are no longer that.
The BMP was exclusive for some time.
The material storage was exclusive to Factions some time.
Heroes was exclusive to Nightfall for some time.
Same goes for elite areas, what was for some, sooner or later becomes for all.
Sooner or later, everything 'opens', and anyone can have fun.
Keeping things exclusive for those that deserve it for a lot of time it's nice.
Keeping things exclusive forever it's a huge mistake.

Then why not just give every festival hat to every account that has ever and will ever be created without any requirements? While they are at it they can stop doing end of festival events too.
This idea is and has been a bad idea every time it was suggested. There are plenty of things in life that are "you have to have been there". If you missed the event because you where doing something else then boo-hoo. You got to be at whatever you thought was more important.
This idea is made even more trivial with the recent trend in events of offering hats up to one week after the event has ended.

I would say the majority of people who move around a lot/work overseas often have laptops, and there's this miracle invention called wifi that most places have now, so if you were that desperate for a hat, you could still log on.
If you have exams, or something else to do on that particular day - just log on and go afk - the events last for 24 hours, giving you 8 chances to get a hat by just standing there not doing anything. Only worry you might here is that you have no self control and can't resist actually playing once you log on.
And if you are in the military, or something similar, chances are you're not going to be that fussed about getting a hat in GW that you're probably never going to wear any time other than at the next event anyway ;-)
Plus, how does being in the house for a couple of hours/long enough to log onto a computer and go afk on Hallowe'en or on Chinese New Year or the last day of the Christmas period or whatever mean that you have no life whatsoever outside of the game??
Like many people have pointed out - the hats are a novelty award for attending the event, and nobody would be interested in them if they were so freely accessible.
What's the big deal anyway, it's only a hat. Never see anybody wearing them anyway except to show off at one event that you attended the one 2 years previously!!

People have lives out side of the game. Like the OP said, some travel for work, or maybe have to do guard duty for a couple of weeks, this list could go on and on. Anyway there is a good chance these people don't have access to a computer or at least one that has or will ever have GW on it. Therefore they will miss the event, I am just saying that just because you have nothing but time to set around a computer doesn't mean everyone else does.
IMO, I think the hats are silly and add nothing to the game but, I know some people like and enjoy them so, why not let people have them?

I, for one, only found out about GW when Factions got out, and started playing during the first Dragon Festival, so I didn't even know about a hat until it was the last day of the event (and how would I go from 5 Jade Orbs, which I had no clue how I got, to 250 in a day?).
It is unfair to those who were unable to get hats, or didn't know how to get one, due to being new to the game. ANet is starting to go back on elitism it seems, so this would be one more step to be rid of it.
/sign for a week/weekend event for the hat maker (or just all of wintersday have this availible, would be a good gift), just to get rid of elitism a bit more and to give those who were unable to get hats a chance to get them (while not automatically giving them).
How about 1k to craft a hat from the hat maker when you didn't show the hat during the event? Even it out a bit.

Also, and more importantly, Not everyone can get to a computer within 24 hours. Ex: Military (big chance your either too busy to set up, log in, and go afk, or your sleeping) And idk about you, but I for one don't want to set up a laptop for afking an event when others have access to your laptop....
Edit: Here's an idea *based off of MithranArkanere's idea*, why not put in a new NPC for each event, and have that guy collect like 250 of a hard to get trophy that has no purpose (like Molten Claws, very limited places to get) and 1k. That NPC will give you one past event mask of your choice for each 250 trophies and 1k.
This will make them hard to get, but each mask available for each year. Nearly everyone wins.
And another idea: Since festival hats are purely for show due to 0 AR, why not make it 5k at the hat maker and you get a version of the hat that is like Common armor. 60/70/80 AR *based on profession* and the +1 attribute. Not to mention, you can put an insignia on it...
Currently, their only use is in-town and for the farmers that need low armor and can lose the +1.

This is more of the same vein of complaint that got dropped presents 'assigned' to players at the Dragon Festival - some of us could be bothered to sit around to pick up presents - some couldn't. Some people can be bothered to attend festivals for the hat - some can't.

I cant tell if you're being sarcastic or not, but that is what the festival hat guy is for.
And for a little sarcasm myself, Id like to add that allowing the universal unlock of all festival hats would definately benefit my playing experience and overall satisfaction in not only Guild Wars, but my life as well.

Oh no, not at all. I don't have a single festival hat as I'm usually doing things during the festive seasons. I do however understand that festivals are difficult for people to attend (i.e. one of my friends in the army is never able to play during the seasons) and so I don't think they should be customized so friends who do have the 'luxury' or drive to play during those holidays can pick them up for them if they want one.
They should just make it so you can get similar hats to the past festivals. No one from Halloween 2006 complains about not getting a 2005 Pumpkin Crown, though I've seen a lot of people lamenting that they didn't get a Witches Hat.
Continue the tradition started by the Pumpkin Crown and the Yule Cap; give out similar but different hats. Those that want the hats for the sake of having a hat can get what they want, and those that are worried about the exclusivity being ruined won't have anything to worry about.
To be honest though, it seems like it would be a lot easier and less time consuming for them to just give out the old hats somehow. And for that matter, it would be nice if I could bestow my hat collection as gifts to my friends. And frankly I think enough people would feel that way that hats wouldn't got for 100k+xx ectos. (/Sign on the original idea.
