Well I am fighting a boss mob in Jokos that is basically all paragons and monks to it is a big rez fest, I am basiclaly trying to out DP them, what I need to know is do they acually get DP?

I don't have an official answer, but it's always seemed to me they died a little faster each time. My personal idea is that they do gain DP, but I'll let somebody else officially answer the question.
BTW I don't think I would have got through vanquishing Joko's Domain without Frozen Soil, so that's a suggestion depending on where the mob is.
Edit: another thought that just came to my head - enemies can gain experience, as proven with death-leveling in Pre, so if they can gain experience why not gain DP?

I have definitely noticed monsters that die faster if they're ressed multiple times. However, it is definite that there are at least some monsters that don't get dp, as some have this passive skill :http://wiki.guildwars.com/wiki/Monst..._death_penalty

I don't think monsters get DP, but it is hard to tell really, what you need to do is calculate the life a monster has before it's first death, have it rez, then do an estimate on how much life it has after being rez (which would have to be done with fighting 2 enemies, and soloing).
Seeing how henchmen and heroes do, I would assume the monsters do too, but I cannot be certain.
Edit: @ above post: Forgot about that passive skill. I would have to say that if that skill is not on every monster, I'd say it is on the Bosses, but like you said, it's hard to tell (and I don't think there is someone who is bored enough to go test a DP on every possible monster).

While there may be some critters that don't get DP, I'm with the, "I don't know for a fact, but my experience sure does seem like they do," camp.
In Slaver's, if we don't have Frozen Soil up and some of the Stone Summit get ressed, they seem a lot easier to kill. There are some Charr that carry Res Sigs. If they get one off, whatever they woke up usually seems to die faster, too.
Side note, regarding the OP, if the Ancient Undead's Signet of Return is the problem and you don't want to bring Frozen Soil, you might try stuff like Ignorance or Primal Echoes. Out DP'ing a group in PvE seems like a drastic approach. Not to criticize, I'm just thinking there's probably a faster way.
