Shiverpeak Arena
The First Silvari
Accessable at Yaks Bend, its the only arena for levels 1-15 but its dying. Currently elite skills are locked for the arena they used to be allowed way back when. I suggest they be allowed again and allow access to Factions and Nightfall ppl to spice it up and get more ppl to play in the arena.
Can we also get an arena for levels 16-19?

If I am correct, can't Factions / Nightfall characters already gain access to this arena if they are ran, at a low level, from Kamadan / Shing Jea to those arenas? Remember the two other continents have low-level arenas of their own. If your idea was to make them "core", then access to the arenas would need to be available on the battle isles.
Elite Skills should not be used because newer players do not have the resources or knowledge in order to acquire themselves an elite with which to use in those arenas.

The Elite Skills were made unusuable in the four low-level arenas because of the Tomes, if you want the elite skills to be usuable so badly, you might as well ask for ANet to get rid of the idea of the Tomes.
What needs to happen instead of the Shiverpeaks Arena being turned into 1-19 is to have the D'Alessio Arena re-opened. In fact, re-open all of the old arenas, but as Challenge Missions, just for the sake of having them opened, and making Cartographer a tiny bit easier.

Well one downer to the low level arenas is if you are really playing the game and visiting these arenas as you get to them. You are going to be outgunned by faction / nightfall born characters.

I guess its dying already so any change would be worth making? I know Factions and NF ppl can get run but they need proph campaign to get there. So i guess i am saying allowing access through the battle isles.
With regard to elite skills they should still not be allowed in teh 1-10 arenas but in the 1-15 arena they would allow ppl more experience to transition to the random and other high level arenas.

doubt ppl would spend their time in those anyway, when they can do proper PvP for proper PvP rewards

It dies because most players are already at level 20 or get REALLY QUICK to level 20.
What it needs is an effect like the Travel to the North effect, forcing the armor and stats of those that enter there to be those of a level 15 character.

Or maybe remove all and make the arenas at battle isles then everyone who want to play there can meet upp one place

I hate to say this but those arena's are dead, nowadays people rarely play through the game like they used to. If you want arena pvp go RA or TA (TA is slow too nowadays).

I think there should be an option to change the level of your PvP character and then you'd be grouped with similar opponents.
So you want to fight at level 15? Select level 15 (of course elite skills will be disabled for that level) and then you're grouped with those of level 15. Or maybe levels 14-16 just to make sure there's plenty of people.
Then elites can be enabled for level 18-20.
So if you want to do a level 1 arena fight, then do so!
Though I don't think many people would do level 1 fights, but if this were to be in the game the first day would have a two hour frenzy over level 1 fights.
