That is definitely too much. It would get to a point where you can't buy skills or use a salvage kit until you get another levels worth of XP. This is an idea to promote ease, not grind.

Skill points would not be a good idea.

Making it cost 20% more won't be a problem (i.e.: 6 gold to identify). Since people would save time getting to a merchant, and time is cash.
