Holy Veil Question

If you cast a hex on someone who has holy veil but you are using a 40/40 set, does all of your hexes casted on the veiled person result in double the casting time?

For example a 2 second casting time hex will take 4 seconds without a 40/40 set but with a 40/40 set will there be a chance that it can still take 2 seconds or less?

If the HCT on the set activates,the hex will take the normal activation time,soo yes to your question.
