At a loss with lag

Firstly I would like to say this is not a new problem, this is one I've been putting up with for about 6 months now, it's only just gotten extremely bad now.

But now to explain;
I only call this lag because I have absolutely no idea what is going on but whenever I attempt to go into a mission or arena as soon as the counter hits 0 my screen freezes and the sounds begin looping, this happens for around 10 seconds before the game catches up, this also affects background applications such as Ventrilo.

The only reason I can't put up with this any longer is because I am sick of having to put up with it every time I want to do a lot of arena.

My system is not exactly "Top of the line" but it keeps the computer going without any lag whatsoever, apart from perhaps a few overcrowded districts.

Run it in troubleshooting mode. Mainly, the fibonacci numbers test will be the best determination of CPU stability in a game.
