Question regarding EotN's Hall of Monuments

Okay let me start off by saying that ive just come back from a one year absence from gw and im quite rusty, so forgive me if whatever i say seems outdated :P

My question, regarding EotN's Hall of Monuments is, (and i know we might not know for sure now), if we obtain titles or dedicate minipets(is that how you call it?) or record the armours for individual characters...

How would gw2 accept them?
Would it take into a consideration a particular character's titles and achievements?
or all the titles of all characters in the account?

Simply put, will the benefits from having played EotN, be, in gw2, linked to a particular character or will it be acount wide? and if it was linked to a specific character, would i lose the bonuses from gw1 if i deleted that character?

AND, if they WERE acount based, would it negate the need of having multiple of the same title on different characters?
