If you customise a destroter or tormented shield for one character, can you then display that weapon in another character's HoM?

No. Displaying a weapon in your HoM customizes it for that character. Since customization can't be overridden, I highly doubt you'd be able to display a customized weapon in the hall of any character but the one it's customized to.

you cant, but on another note, it shoudnt matter much WHEN or IF they make HoM account based

nope, it will never be displayable in any other HoM, ofc as majik said when the Account HoM update comes it shouldn't matter cause youll be able to see them from any char anyway.

Yes once a sword is in the hall for one toon = customized
