here's my question

is a req 9 sword ( with 15 swordsmanship ) DO more damage than

a req 13 sword ( with 15 swordsmanship ) ???

Uh... But doesn't damage done with melee's scale as to how much you attribute points you have, after you've met the requirements?

So wouldn't a req9 sword with 12+1+1 swordsmanship do more damage than a req9 sword with 12 swordsmanship?

Of course. it is the attribute itself that increases the damage, not the req.

As the OP stated a set 15 in swordsmanship the weapons would both deal the same damage however.

Requirement is a completely different factor. Which is only really a restriction for low level characters.
