For the purposes of this explanation an account refers to a single guildwars login which can contain 1 or more chapters, and which require a single email and password combination top access. An account can have multiple characters
You can have multiple accounts, each with their own email/password login combination.
Your progress through maps and locations will be character specific. Start a new character and they will have to re-unlock each outpost through play (except PVP outposts which are unlocked accountwide)
Money and equipment can be placed in Storage and accessed by other characters on the same account. If you haven't customised a weapon to a character then another character can also use it. If items are stored in a chartacter's inventory than they can't be reached by other characters.
You cannot access more than one character on a single account at a time, and so Storage is a shared resource for moving stuff between characters
Items are not automatically shared between separate accounts and would need to be manually traded between characters on each account. Characters on one account do not have access to the storage of another account

On the small chance that when you say account you meant game.
Buying a second chapter to the GW game ie
Prophesies Factions Nightfall etc
They can either be added to your original account in which case they share what you have already achieved and characters can travel from game to game.
Or you set them up as a second account in which case its as Hollygen said.

Βєτā???
Now it depends of which route you are talking about.
For example if you are meaning purchasing a campaign you do not yet have linked to the accounts thats gone "far" and you do link it, then yes titles stuff like that would be displayed, however the maps still need exploring.
All *accounts* you own are different entities, and thus if you are meaning to create a new fresh account, then no you have to do it all again.

gold, items and weapons can be account wide providing you use your storage vault. other then that all progress is individual per toon i/e leveling, travel, missions and quests active/completed etc, etc.
