I think your guild officer is lying to you, or you misunderstood him. Anet will not reveal information about someones account to anyone but the person who owns the account. If there was an issue with the guys account, Anet would not have discussed it with your guild leader. Even if it was an account used to sell gold from websites, and your guild leader traded with him and got banned and shouldn't have, Anet would not have discussed anything about WHO he traded with to get banned. Nor would they 'threaten' someone with a ban. Nor can I think of a reason that someone would have an account that Anet would warn someone about discussing, and yet not ban the account they warn about. If he can't even talk about the guys situation, then the account should be banned. If it is the same person, and a new account, Anet wouldn't know he was discussing it unless they discovered it was a new account, at which point it would get banned.
As noted, guild rosters get messed by rather simple means. DC can cause odd listings. I have DCed myself, and when I reconnected, was shown as offline still. After reconnecting to the Friends list, I was shown online again, but the guild roster showed me on a different character than I was on. I have also seen multiple people have the same log off time. Although this is easily possible, when 12 people log off at the same time, and some of them are kids who have school the next day, and the time they would have logged off is 4am, I say it is an error

Why it showed them all logged off at the same time, I don't know, but it is just another example of guild roster errors.
