I'm sure there's many many ways of doing this mission. These are my personal views.
1) For this fight, switch out SS for Spoil Victor. This, plus skills like Empathy and Pain Inverter, hurt her bigtime as she hits multiple targets.
2) The biggest problem isn't Varesh, but the groups of torment creatures. Spec to deal with mixed torment groups. My suggestion would be Visions of Regret as elite, then fill up with anti-melee and anti-caster skills (Empathy, spammable interrupts... standard stuff).
3) The tactic. As the mission starts, kill the healers then cross the open area and take up position a bit up the slope. When Varesh "dies" the first time a bunch of torment groups spawn. The easiest way of handling this is to flag everyone at the top of the slope, pull in the torment groups one by one and kill them. When all groups are dead, head down and confront Varesh. She's not particularly tough on her own, you shouldn't have much problem killing her.
Heroes and hench... I pretty much always take two necro and one mesmer hero (but you've got the mesmer bit covered, so replace with, say, a ranger with Broadhead Arrow & Epidemic), two healer hench, the earth hench, plus one optional hench.
Having someone in the team with Protective Spirit certainly wont hurt either.

You will have a para hero, since you can't get into the mission without General Morgahn. I took him, Olias with SS, and Master of Whispers with Discord. You'll need the two healer henchies, plus two others. Do NOT include any melee henchies, only caster and/or ranged. Cynn and Herta would be good choices. Keep Varesh under conditions, especially weakness and blind, as much as possible. Between conditions and hexes, Discord will work wonders. (I did it as an earth ele, using Ward of Weakness and Eruption. Morgahn's build also contained some conditions, and Cynn will cause Burning. Enfeeble is good on the necros.)
My strategy was to run in on Varesh, kill the three Margonite Clerics, kill Varesh's first form, then pin the H&H right where she was standing in the middle of the hollow. It was a bit risky, and we still attracted a pair of the torment critters that spawned afterwards, but we kept focused on Varesh's second form and got her down quickly and finished without a wipe. Total time was about 3 minutes, so I got masters easily.

Not too uber when H/H'ing. You really want multiple cryers in the team, and as it's a PvE skill you can't equip heroes with it. Sure, you can use arcane echo and assassins promise, but I'd still rather bring VoR when H/H'ing.

Like the post above ..preference I use vor also with the Mesmer
But a little question to the OP ..why no paragon hero??
If you did storyline you have General Morgan (Hero)..and he has to be with you for this mission?

Cry of Frustration (or Pain if you like PvE skills) to help disrupt torment groups that you pull. Empathy and dodge the incoming spears. The rest of the bar is really up to you.

Inspired and/or Revealed Hex is important. Varesh uses a monster skill hex that those will remove and recharge instantly. This offers good energy management with enough points in Inspiration Magic, but also helps keep the team alive. Empathy is a decent skill to use, but I personally prefer running Illusions for this. Clumsiness, Ineptitude, Signet of Clumsiness, Frustration, and Soothing Images all work well. Earth Vortex is a nasty skill, but it requires adrenaline for her to use, which is why Soothing Images is nice.

i would suggest empathy, visions of regret, wastrel's worry, and spirit of failure for sure.
as for heros, i would actually bring a water ele (*gasp* a non fire ele in pve??) equipped with blurred vision and shatterstone.

[skill]Signet of Midnight[/skill]
I did this with Signet of Midnight and a balanced h/h team. Perma blind means all you have to worry about are her AoE skills. [skill]Inspired Hex[/skill] helps a lot for Call of Sacrifice.

Wastrel's Worry ftw. Reduced hex duration makes it all better. I was shocked to see how fast I killed Varesh spamming that skill alone.

[[Inspired Hex] or [[Revealed Hex] and [[Empathy] helps.
