i would bet its a safe guess, at least i hope so as i've merched several. tactics is fairly worthless

Dont merch, some monk will like it for pvp. Dunno value coz its a shoddy skin, but definately more then 2k.

If it's blue you can fetch a couple of k for it, 1~3k, however considering the skin isn't very wanted you're probably better off spending that time on farming rather than trying to sell it.
If it's gold it might be more (5k+, if you're lucky 10k), but again, hard to sell...
