Cant find Orozar Highstone - Help

I cant find Orozar Highstone in Battledepth. I wiki his location and went there. The place was empty. Which quest do i have to do before he show up?

Do the Norn quest chain and the Battledepths dwarves will appear.
Possibly if you do the Asura or Vanguard series, but less sure of that.

Short version (Oooh, a dwarf pun!) Jalis wants you to gather allies.
And until you do that, they're not there.

Didn't take that long to find the info, just need to look in the right place.
