EOTN armor for PVP characters?

Is it possible to snag things like Norn Woad or Monument Armor for a PVP character (via tournament tokens or such), or can they only be unlocked on a roleplaying character?

They're currently only available to PvE characters. I've heard they will be implemented at some point for PvP toons but it's probably been forgotten by now.

i'd just make a pve char and deck it fully equipped, thats what i do anyway

The problem is all armors in EoTN are considered Elite. PvP characters don't get Elite armors. If the system is fixed so that PvP characters can unlock Elite armor through some kind of costs, then we can think about EoTN armor for PvP characters.

PvP chars CAN get elite armors, by means of using Tournament Reward Points, the piece of armor is then made for that char
