Is this a quest reward?

While rummaging through my inventories, I found this BLUE off-hand on a hero (stored as he uses a staff) and don't remember how I got it. I searched the wiki quest list for item rewards, but didn't find it.

Does anyone know if it is a quest reward? (I also couldn't find it from a collector.)

either that or a drop. It is not max with +10 Energy.

Wow Darcy, that would be some reward. It does look like a collector wand, you checked all collectors across all chapters? I asked around and the consensus is that's it's a collector. It's too good to have been a blue drop or a reward item or a quest reward.

Thank you Kamara. I missed that collector obviously. Now I should give it to an ele hero who will use it.
