strange message in chat window

Hi all. last night I zoned into Lion's Arch and had this strange message pop into my chat window in blue/green text. I had not been in town prior to the message appearing, nor did I stay and see what else appeared. Did anyone else get any strange messages yesterday? I think the text colour is similar to the text when you buy a skill from a trader, but I could be wrong.

I tried blowing up the picture and all I got was blurry text. At least I could make out your build.
If you've got the screenshot in normal size, why don't you either add it as an attachment (click the "Manage Attachments" button below the post a message box) or just tell us what it said?

It's like a global annoucement, which they used for the Server upgrade thing....but I dunno what that is.

I think that text color is the color that Dev's use when texting... I could be wrong though I haven't seen a dev type anything in a while...

The guild announcement is the stuff I've blocked out. Besides, it's in a different colored text. I had actually, just, logged on and was zoning when that appeared. I don't think the message was for me, but I don't think it was global either.

Maybe there was an Arena Net dev on that day that was in LA and saw some inappropriate language/discussions going on and decided to send a city wide message notifying people that he/she was not happy with what was going on?

Looks like the same color as what Regina Buenaobra uses in chat. But her messages are preceded by her name, so that rules out my original thought that you caught a snippet of her chatting with the players.

Seems pretty clear to me, evidentally there was some stuff going on in that district and a bunch people were reporting each other, but chances are none of it was bannable offenses. So the GM gets all these reports from this one district in LA but doesn't have reason to ban anybody and doesn't want to pm a bunch of people warning them to cut it out so he goes and posts a global message for that district warning everyone to stop their actions.
