I checked on the guild wars site and it didn't have dwarves listed as a race you can choose. Why is this?

Cuz they replaced that race with kittens.
No one knows why or what races we will have in the actual game. Wait for them to give us more info in the new year.

The dwarves are supposedly changed at the end of EotN and become dormant or something.

The dwarves are all now stone. They cannot reproduce, nor age. They are obsessed with hunting down the remaining Destroyers at the end of Eye of the North. They no longer have free will. They are slaves to their god's hatred.
In short, they are a dead race from the year 1076.

just b/c they devoted the rest of their lives to killing detroyers, doesnt mean they cant come out and pwn some players also
and no they not a dead race. they're actually better now that they turned "godly"

The dwarves will no longer play an active role in the outside world. It wouldn't make sense to have a bunch of dwarves running around, storywise.

The only confirmed playable races thus far are listed on the official GW wiki at

Anet have hinted that other races may be playable in the future but haven't given anything solid to suggest what this aludes to.
the Dwarves article on http://wiki.guildwars2.com/wiki/Dwarves does hint that the dwarves mostly died out after EotN but some survived and spend their time searching for destroyers in underground places.
Again, while nothing's confirmed or denied, expect some interaction with the dwarves in GW2 but until the races are officially announced, don't hold your breath that they'll be playable.
I'll take that large bottle of Alkar's Alchemical Acid and a big Icy Dragon Sword to go please...
