Guilds should have ranks. Something more than just Founder, Officer, and Member. Most guilds give officer away too freely, and risk having a bad officer get in and kick all the members, setting stupid guild messages, etc...
For instance:
Rank 1: Founder (can recruit, kick, promote lieutenants to general, demote, set guild msgs, edit cape etc)
Rank 2: Generals (can recruit, kick, promote sergeants to lieutenant, demote)
Rank 3: Lieutenants (can recruit, promote recruits to sergeant)
Rank 4: Sergeants (can recruit)
Rank 5: Recruits (can't do jack but talk in team chat)

Guilds should be able to set up a "guild bank" of sorts. Guild members can be *forced* to pay a certain monthly gold amount to the bank. This can be broken down by rank, with the higher ranking members paying in more every month, etc.......the amounts should be up to the guild founder only. Also, no money is TAKEN directly from members accounts, but it is merely a "Pay Dues of XXXXXX" button in the guild window. The guild founder should be able to see which members have not paid dues.
Where the money goes: It's very important that once the money is in this "bank" it cannot be taken out for personal use by anyone, only "guild use".

Customizing guild cape
Guild Invitations
Guild Hall Guest Invites
Renting outposts*
* Outposts should be up for rent weekly (by auction). The benefits being the same as the current benefits for owning outposts in factions with one huge addition: A Guild Merchant
A guild merchant is a merchant that sells items belonging to members of the guild that owns the outpost. Of course there would be a limit of 20 or so items at a time and they'd have to be submitted by Generals or higher. A percentage of the proceeds go to the Guild Bank, with the rest going to "merchant fees".
