There are no armor crafters in pre-searing. You can get armor pieces from collectors though.

If this is your first character, it's best to leave pre-searing at around level 7-10 so that you don't have too hard of a time in post-searing. Later characters, it doesn't matter, because you can have gold, weapons, etc., ready for them in storage.
Pre-searing is geared toward solo play mostly. The party size is only 2 also. There are only a few things that require 2 people - one is a quest to get a rez signet (which you can get in post-searing anyway), the other involves going north of the wall to fight Charr. Also, a large proportion of the people in Pre have been there before and are just starting a new character or working on LDoA, or whatever, and don't need/want a partner.

You get the res signet from a quest. Just ask around in local for someone to help with that quest; people are doing it all the time. If you leave Pre-Sear, that quest will not be available. Don't type in all caps.

As for the [[Rez Sig], you don't get it automatically when you leave Pre. If you don't grab it from the quest mentioned above, you'll have to buy it off a skill trainer once you leave Pre(if you really want it, that is).

It's worth having a good ole sticky beak in Pre. it's one of the prettiest places in GW and deserves a good look around. You will get all the experience you need there to tackle the larger world..

If this is your first character, you will be short on gold (and skill points) for the first while, so the more skills you can get from quests, the better. For later characters, you can have some gold waiting for them in storage (post-searing) and money won't be such a problem.
Note: I don't know what a "sticky beak" is, but I'm pretty sure you won't find one in pre.
