Please I need reassurance that if I delete all my festival hats after registering them with the Hat maker that It will not be "permanantly deleted" that i'll just be keeping it with the hat guy. I've read the wiki about it, but just can't seem to be able to delete those hats ....
right?

As long as you have shown that particular hat to the hat maker once, on any char, it can be remade again, even if you delete the original.

Ask him to craft a hat.
If the hat you want is on the list, it is safe to trash the original and every copy on your account. If it's not on the list, show it to him.

Ye, it works like that.
But double checking and crafting the hat is always better than just reading the text and deleting the only copy.
(it's only 10g per hat, so not a big deal^^).
If you see two identical hats in your inventory you're safe to delete both.

Once you've presented the hat to the Hat Maker, he'll be able to create one for 10g:

I ran straight there after I got my hats so that I would not delete them by accident
once he has them and you are not sure. just jump on a different toon BEFORE deleting it and then see if you can craft one. IF you can then your good to go. (if you do not believe what we are saying)
