82 points with 33 % retain rate, 157 points with 63 % retain rate. If I suppose 10% still gives 25 Unlucky points, then the number of points earn when a lockpick breaks is (retain rate) x 2.5, rounded down.
It seems that doing the Unlucky title just opening chest is now proportional to the number of opened chests, wherever they are encountered in the game.
Opening chests of the begining (ascalon, shing jea, istan) would be the cheapest way to achieve the title because more Unlucky points / lockpick breaks. However the best way if going for treasure hunter title would be to open only 600 gold chests.

Is it working off of base return rate (3x treasure + 2x lucky +10) or is it working off the final chance to open the chest (ie up to 98% for 50g chests)?

cheap, but slow.
98% = 1 chest broken per 50, granting 245 unlucky points, so roughly 5g per unlucky point, not including gold gained from those 50 items gotten from the chests. Overall, it should be essentially free, but slow as heck.

your 2.5x is absolutely correct. I have a 65% chance to retain and get 162 unlucky points per broken lockpick. My guildie is currently working on lucky title and has max treasure hunter already, which his retain rate is 71% and he gets 177 unlucky points.
