Anyone think this is a little weird that you get "Young Heros of Tyria Handbook" at a later stage both in Prophecies and Faction?

happens I have a few "young heros" that I thought its a good time to earn some exp to contribute to the survivor title, and then I realise, I can't get the book unless i have gone to Lion's Arch (becaues I started them from Pre sear) whats the use of the book targeted at Young heros when you can't get it early in the game except in Nightfall?

Because it only works for HM missions.

It requires level 20;

Tyria - Arround ascension (most reach lvl 20 when killing doppelganger and getting bonus with it). Means you get the book way earlier then you can get the missions completed.
Cantha - Usually between Vizunah-> ascension when they become 20, so same story.
Elona - Again, level20 is usually in kourna, so again you can get the book before you can fill it.
