EDIT2: I didn't know that... - Do any shields dropped in UW from Tombs have insc slots? I just got another r13 str w/out insc slot

EDIT3: That stinks - so basically nothing dropped by monsters will be worth anything unless someone just happens to really want the skin...

EDIT: That's not the major difference. Since your shield is not inscribable, you also won't be able to add a Shield Handle to it, like +30HP.
Meaning: You won't be able to change your shield.

EDIT2: In tombs monster-drops and chest-drops will never be inscribable.
In UW (not tombs) and Fow only the reward chest in the end (for completing all quests) drops inscribable items. Monsters and normal chests also only drop non-inscribable items.
