Well...I get this code when trying to purchase skill packs from the in-game store. I went to a Radio Shack and bought a prepaid MasterCard on which I put $30 on and which was activated on the spot.
After I went home, I tried to buy the skill packs and it had another error about risk management assessment. So, I contacted Guild Wars support and they resolved that problem.
I tried to buy the skill packs again and it showed me "Declined (Code=1751336)". I contacted the Guild Wars support about this and they said it was my financial institution. Well, I called the MasterCard live support number to see what the problem was and they don't know what to do.
Does anybody know what I can do to make my MasterCard work?
(Code=1751336)? Please Help.

hmm sometimes store have their own credit card, that you cant use anywhere but in that kind of store

what said above is the best guess-only other option would be that who ever did it didnt activate it right.

It's a prepaid MasterCard, not a Radio Shack card so I don't think it's that. As for it not being activated correctly...I called the number which is used to manually activate it and it said the card was already activated.

usually there is a second code you need to punch in to use it for online purchases

i had the same problem with my prepaid visa. couple of months, i tried it on a whim, and it worked on (how i got the bonus mission pack :P)

With my prepaid Visa cards, I usually have to go to the website where you can manage funds, etc. and activate it for online purchases. Might be the same with MasterCards.

Are you trying to purchase an item for more then the card has? And then filling in the difference with another payment?
I have seen with prepaid cards, the system cant look up how much is on the card....so if it tries to take more then the card has (it cant check), it throws back an error.
Of course, they dont ALWAYS do that. They only do that when you arent expecting it. Stupid prepaid cards

Well, the card has $30 on it, I'm sure of that since it hasn't been 30 days since activation...as for activating it for online purchase...I might need to return the card due to the fact that the website on the back asks for a birthday and when I put mine in, it does not work...neither does Jan 1, 2008.
And yes...prepaid cards suck...why not let me use PayPal
