How would I get such a thing, and yes, legally.

save it to a cd or usb key
take it to a print shop or copy center
have them posterize or plaque/frame it for u

$20-40 depending on wut size, or kind of options u want
if u want jus a basic print...prolly under $4 on an 11x17, laminated


edit: oh and i wouldnt recommend 36x32
unless u can find a higher resolution version of the picture
i dunno exactly where u could get that tho

i mean u -could- but dun expect the quality to be that great
it'll be decent
since its a stylized artwork instead of photorealistic, im not sure u'll notice the quality loss too much
but it'll still be there

Wow that picture is awesome. I want it too. I'll use the wiki version though. If you want a bigger version you could also ask http://wiki.guildwars.com/wiki/User:Moriturus as he is the one who added the picture on October 16th, 2008. (Check the page history).

I will point out that most copy/print shops will not work with copyright material unless you have a letter giving permission from the owner of the copyright.

If enough people nag the Marketing Director at ArenaNet, maybe they will add prints to the store.
