This is really confusing, i have 10/13 master rewards on factions but there are only 12 missions in the storyline?!? Does this mean i will have to do the luxon walking waters mission or hatchery? Help!

Yes, do Luxon side.

You only need Hatchery, though.

As the post above says Gala Hatchery mission on the Luxon side

As you have to Befriend ie 10k in luxon before the quest to get there is given
empty your Kurzick and get blessing to enable you to get to 10k quicker OR get some guys to invite you over to lux to get it quicker
