PC Clouded Maul

I have a problem with my gold clouded maul. Someone told me it's not worth much:

max damage
damage +19% (while health is below 50%)
health +30
armor penetration 20% (chance 20%)

What do u think about it?

if its not req7 than merch it,salvage mods before that if u need them........

It's because of its not perfect inscription or something like that? I have seen many clouded mauls that costed much more. And were r9.
