how can he buy a pvp access kit from ingame store?
some1 told me that he can create a PLAYNC master account and login the game use PLAYNC account.But I created one and not work.

You HAVE to have a game account to play. The pvp unlock packs are simply to unlock skills from campaigns you don't own or if you don't want to do any PvE to unlock the skills and want them all available from the start.

You can purchase a PvP access kit on plaync.com. You create a master account on that site and access the plaync store. Then you can buy a guildwars pvp access pack and all the skill/item unlock packs if you like. If you then decide to buy the pve games you can do.
However, it's probably better value to buy the games in a store than directly from plaync as the pvp access is included as part of the game you buy.
The pvp access pack includes a few character slots but only basic weapons and skills so buying the unlock packs would be important if you want to get deep into the pvp game without playing through the campaigns.

As an FYI: The access kit is $19.95 whild the retail game is $29.99 per chapter.

If you go to plaync.com, click the store link on the left. Go to games, then click on the guild wars drop down...it is 6th down

I had a PvP Access Kit only account for a while, so yes, you can. Others pointed out how to do it already, so I'm just here to say that Access Kit is very good when you just want to play PvP since it allows you to use all GW skills without buying all campaigns.
A tip: Don't waste all your skill unlocks at once. Use faction to unlock skills as much as you can and simply use unlocks from kit when you don't have faction and need to unlock something.
