So does the activation time include attack skills specifically dagger attack skills? It should- it is a skill, but I haven't notice a difference.

no. attack speed and skill activation doesn't stack on dagger attacks.

Hmm so then if teh pie didn't increase attack speed, skill activation would work? And if so.. would that mean it stacks, but is capped.. and the cap is 33%-- meaning eating a pie would make you use skills as if you were attacking at 33% IAS? Hmm but IAS also decreases activation and delay* IIRC, making a 33% IAS attack bascially 50% faster than normal. But then if what you say is true, the 25% activation speed wouldn't apply to the delay meaning with both 25% IAS and activation speed, using an attack chain would be slower than as if you had say had an 33% IAS on? Dunno ramble ramble ramble

edit: now that i think about it, it makes sense because most attack skills don't have "casting times". it may affect skills with a 1 second "cast time" like power shot and hunter's shot, but would not with skills such as barrage.

But at any rate, yes, it should reduce the activation time by 25%. That would make a 1/4 sec time become a 3/16 sec time. Hard to notice when in battle.
Your attack speed is a separate issue. That's how often you can attack. For an Assassin, it's every 1.33 sec. With a 25% reduction, it becomes every 1.0 secs.
However, there are maximum (or minimum) amounts of reduction. 33% is the maximum for increased attack speed. I think that 33% or 50% is the max for activation time reduction.
