I just wanna know if i already have a full GH.
Would it be possible to change the hall and still keep all NPC's??

The real answer is yes...you buy a sigil to change and everybody moves with you to your new Hall.

Personally, I don't know if you already have a full GH. Check the guy you buy the NPCs from and see if there's any left to get. Then you'll know if you have a full GH. 
But seriously, does anyone actually know the answer? Do the Merchant, Rune trader, etc., go with you if you change halls?

Regardless if you have a Full GH or not whatever you have goes with you when you change your guild hall....
"You can change the guild hall later on. Just like acquiring a new guild hall, this requires one Celestial Sigil. Simply have the leader of the guild talk to the Canthan Ambassador again and pick a new location. Any NPCs that you have purchased will carry over into the new guild hall."

My guild changes our hall seasonally, and I can assure everyone that in the four or so times we've changed our hall all the NPC's come along as well.

Would be a huge let down if the NPC's disappeared as well :S.

Whoever posted no...MASSIVE FAILURE. My guild leader change halls every 2 to 3 months, no problems there.
