Factions only has one arena, it's for lvl 1-10. Over lvl 10? Go to the Battle Isles.

Sadly, when Factions came out, Anet decided to make all PvP go to the Battle Isles except for beginners.

Not many people in that arena... but ur in factions so just bolt to lvl 20 and go to RA.
