So I met Zerai at the Cliffs of Dohjok, collect 12 Iboga Blossoms, and then it says escort Zerai to Jokanur Diggings. So I have to walk a pretty long way and avoid getting killed, and then once I reach the portal and go in, the quest restarts, telling me to meet Zerai at the Cliffs of Dohjok (I keep the Iboga Blossoms though). Then I walked there again, escorted Zerai to Cliffs of Dohjok, yet again, this happens.

you have to wait until he enters town. then the quest will be updated telling you to collect the reward.

Its a good idea to check where the scholar is a few time to. He can get hung up walking through the pavillion thingie with Sunspears walking around.

Happens a lot, really annoying. Like other posters said, you have to stand there and wait till the quest updates. Sometimes if it doesn't update you can walk back and forth a bit and it will. Then go into town.

I did it twice last night then I realized he hadnt caught up with me >.< Duh!

Oh. Well, I found out that Zerai the Learner was lagging far behind me and I didn't wait at the entrance. I successfully completed the quest now. Thanks, guys.
