Eye of the North must be added to an existing account. If you want to create a separate account, you must buy Prophecies, Factions, or Nightfall.
No, it is not possible to make more than one account with one key.
If you want to play with your brother in PvE, you must both have the same campaign. If you want to play PvP together, it doesn't matter which campaign you own since PvP for all campaigns happens in the same area.

Yup.
No. You cannot make a new account with the EoTN key. It, unlike NF/Factions/Prophecies, must be added to an existing account. Accounts can only be made with those three aforementioned games.
Nope, keys are one time use only.

if you want to play with your brother, you must buy 2 of the same campaign. if u buy say one prophecies and one nightfall, u both will be on seperate continents unable to reach one another except through chat and a guild hall.

Nonono.
Think of it like this: an account is like a person, and access keys are like passport visas for that person. You add an access key for Factions, and you can now travel to Cantha. If you make more than one account, you'll have separate accounts that will not share access. Usually, that's bad - you'll need to buy twice as many keys to allow all accounts access.
EotN is not a campaign, which means you can't start an account with it. So, you need one account already and can only add EotN access to it.
Anyway, one account means one user, so your brother will need an accoutn of his own to play together with you, no matter what.
