what was the point of duplicate skills? they are the SAME thing except diff picture
Parson Brown
Those were added in with Factions.
It lets you carry a second copy of the given skill, or, it made the skill available to non-prophecies players without giving it the full "core" status.
Or, they needed to pad the number of new skills in Factions... take your pick!

So you could fill half your bar with the same skill!
[Arcane Echo][Echo][Penetrating Attack][Sundering Attack]
lol, turret
Oops, no energy.
edit:
I recall them saying something to that effect. Of course, the single largest result of that choice was probably:
[buildprof=R/N name="Touch Ranger" Expertise=12+3+1 Blood=12][Vampiric Touch][Vampiric Bite][Offering of Blood][Plague Touch][Throw Dirt][Dodge][No Skill][No Skill][/build]
Nightfall had the [[Steady Stance] Warrior for a bit. Used these:
[Desperation Blow]
[Drunken Blow]
And lots of:
[Fear Me]
[Arcane Echo][Echo][Penetrating Attack][Sundering Attack]

I suppose that ANet figured that there would be multiple campaigns, and that some skills in Prophecies were going to work well being implemented in some campaigns and not others.
It seems that they gave up on that idea once Nightfall came out, because I don't think there's been another duplicate skill since. I would say that it was because of builds like the Touch Ranger that used duplicates to great advantage.
