Well when I click my icon to start up GW, it just sits at 0% on the loading screen saying "Connecting to ArenaNet". This hasn't happened since they came out with the new build as of like an hour ago. Any ideas?

Assuming u havent changed any settings, try reseting ur internet, or reinstalling gw if that doesnt work.
