Depends on the router/modem you have.
I know that you can limit the traffic to certain MAC addresses on your network, but your router/router-modem has to support this. I'm personally not aware of any software that will do the same thing.
Having said this, this is odd. Normally routers/modems will prioritise web traffic first by default. Are you downloading anything in the background?

Well we think that is what it was. We ran some scans yesterday and she did have a virus and some malware, doesn't seem to be as much of an issue now.
