Do heroes on Avoid Combat use non-damaging skills that target foes?

I gave a Mo/Me hero [Leech Signet] and [Waste Not, Want Not], but I set this hero to Avoid Combat. Will that hero ever use these skills on its own?

i belive they will use waste not want not even on avoid combat mode,not sure about leech signet

They will not use skills that target enemies.
